making a difference was a two year cultural programme that had been developed from the successful elements of the original bid to the Urban Cultural Fund.

Urban Cultural Programme (UCP)

In April 2004 a key funding opportunity was announced by the Department of Culture, Media and Sport.  This was the launch of the Urban Cultural Programme, a fund of £15 million lottery funding (£10m from the Millennium Commission and £5m from the Arts Council).  Bids were invited from consortia in urban areas that included a local authority partner.  The fledgling Arts Commission was seen as the ideal consortium to apply from Brighton & Hove.  The steering group set up to establish the role and remit of the Arts Commission, was asked to divert its attention sharply to overseeing the creation of a bid for funding within the space of 4-6 weeks.  The bid was submitted and at the end of July 2004 Brighton and Hove was announced as one of the successful bidders to this fund.  The bid was awarded a grant of  £750k, half the amount applied for.
